Monitoring & Evaluation
Objective
The Monitoring and Evaluation Department of the MCA-Benin Program enables on the one hand, the monitoring of performances achieved in the implementation of the different components of the Program and on the other hand, to alert the different national stakeholders, MCA-Benin and MCC on the problems encountered in the conduct of activities in order to bring the necessary solutions and adjustments, and evaluate the achievement of initially defined objectives. The Monitoring and Evaluation Department of the MCA-Benin Program is organized following the Monitoring and Evaluation Plan which describes how the performance objectives will be measured and reported and how the evaluations will be conducted. This is based on Annex III of the Compact which generally describes how the progresses achieved in the progressive attainment of the Compact’s results will be measured.
Activities
The activities of the Monitoring and Evaluation are:
- Installation of an information system for the Program;
- Accomplishment of studies and specific surveys:
- Support in the realization of the Benin’s national household living standards measurement survey (EMICoV);
- Specific studies related to the « Access to Markets » project, (litigations, satisfaction and added value of Cotonou Port
users, impact of the improvement of port performances on consumer prices,…), to “Access to financial Services” and to “Access to
Justice” Projects;
- Monitoring of performance indicators of the program;
- Achievement of site visits;
- Sharing of experience through study trips;
- Organization of training sessions in Monitoring and Evaluation for the benefit of MCA-Benin personnel and the implementing entities;
- Reviews of data quality conducted both by MCA-Benin and other independent structures;
- Production and publication of Quarterly Progress Reports, Annual Supplemental Agreements, and Program Completion Reports;
- Holding meetings to account for the execution of the Program;
- Achievement of Mid-term and final Impact Evaluation.
The Management of the Monitoring and Evaluation Department works closely with all the staff of the Program and a network of partner
structures essentially made up of Implementing Entities, Data producing structures, and other structures in charge of the civic
control of public action.
The Monitoring and Evaluation Department is managed by a team of three people under the management and supervision of the National
Coordinator of the MBA-Benin Program.
