Environnemental and social impact

Objective

The objective of the environmental and social evaluation is to ensure the identification and the consideration of the environmental and social impacts in all project phases of the Millennium Challenge Account Benin (MCA-Benin). The point is to make sure that the activities carried out within the framework of MCA-Benin take into account necessary mitigation measures to reduce the negative effects to the minimum and to enhance the positive impacts so that environmental and social balance is not affected.

Activities

  • To assume the role of principal mediator between MCA-Benin and MCC (" Accountability Department") on environmental and social issues;
  • To ensure the mainstreaming of environmental concerns in the terms of reference;
  • To direct, discuss and work with the consultants;
  • To ensure the quality of the environmental studies carried out within the framework of the program;
  • To ensure the issuance of Environmental Compliance certificates whenever necessary;
  • To work out an environmental procedure and a Category B environmental assessment framework with sites selection criteria for the construction of infrastructures for the "Access to Justice» project;
  • To supervise the environmental and social monitoring of all program activities;
  • To assume the role of interface between MCA-Benin and the parties affected by the various projects, including the Civil Society, NGOs, Farmers’ Organizations and to proceed with the review of comments and complaints in order to propose sustainable solutions.
